Hours: Full time, M – F 9 am to 5 pm, some evenings, weekends & holidays
Salary: DOE/DOQ + flexible benefits
FLSA: Non-exempt

Summary: Works under the general supervision of the Director of Human Resources and works cooperatively with site directors and hiring managers to provide human resources services to the Agency’s programs, including the delivery and management of recruitment/employment, employee relations, personnel policy, employee benefits, federal and state compliance, unemployment insurance, safety, worker’s compensation and training.

QUALIFICATIONS:
- Performs benefits administration to include claims resolution, change reporting, approving invoices for payment, and communicating benefit information to employees
- Conducts recruitment effort for all exempt and nonexempt personnel, students, and temporary employees; conducts new-employee orientations; and, writes and places advertisements
- Maintains agency personnel policies and procedures; keeps up-to-date with personnel law, labor codes, significant legal decisions and advances in the field of personnel management, and consults with supervisor and agency management regarding same
- Provides management of the agency’s personnel processes, including recruitment, orientation, termination and matters of discipline and employee grievance
- Responds to internal personnel complaints and consults with supervisor and agency management as appropriate
- Participates in developing department goals, objectives, and systems
- Administers compensation program; monitors performance evaluation program and revises as necessary
- Files and administers EEO-1 report annually; maintains other records, reports, and logs to conform to EEO regulations
- Handles employee relations counseling, outplacement counseling, and exit interviewing
- Participates in administrative staff meetings and attends other meetings and seminars
- Assists in evaluation of reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed
- Works actively with supervisor to manage the agency's health and wlfare benefits, poersonnel evaluation, compensation, unemployment, safety, disability and worker's compensation programs. Consults with and supports supervisors and managers with regard to carrying out their employee relations and suprevisory duties. Cooperates with ans supports the work of the payroll accountant in work ares where personnel and payroll interface.
- Undertakes and coordinates special projects from inception through implementation and follow up; completes other responsibilities as assigned
- Recommends, evaluates, and participates in Staff Development for Agency
- Works cooperatively with other staff to assure the smooth and seamless delivery of administrative services to the Agency and its members
- Completes all documentation and maintain all paperwork and other required documentation as required for program compliance and accountability in accordance with MHA standards, legal regulations and funding source requirements

OTHER POSITION REQUIREMENTS:
- Bachelors Degree Preferred
- Candidates with comparable work experience may substitute one year of experience for each year of an academic degree
- Considerable knowledge of principles and practices of personnel administration, effective oral and written communication skills, excellent interpersonal skills
- Professional in Human Resources (PHR) certification preferred
- Ability to prioritize and juggle multiple tasks
- Excellent organizational and verbal/written presentation skills
- Excellent interpersonal skills with the ability to relate positively and sensitively to employees who come from a wide range or personal, social, cultural, ethnic, racial, educational and professional backgrounds
- Must be computer literate and have significant experience with Microsoft Office Suite, as well good basic computational math skills
- Knowledgeable in ADP & ReportSmith programs preferred
- Must have a polished and professional demeanor and be able to work closely with many different types of people in a non-hierarchical, service-oriented manner
- Must be self-starting, self-directed, highly organized and have the ability to juggle multiple tasks without losing productivity
- Must build and maintain cordial, trusting relationships with employees, supervisors and executive managers
- Driving with current class C driver’s license, a vehicle for transportation, proof of valid automobile insurance, the ability to be ensured by MHA liability insurance are conditions of employment
